ESSENTIAL DUTIES AND RESPONSIBILITES include the
following. Other duties may be assigned.
Reports to Vice-President and General Manager of New
Construction.
Subscribes to and advocates for the principles of Continuous
Process Improvement.
Participates in project proposal development and planning to
determine time frame, funding limitations, procedures for accomplishing
project, staffing requirements, and allotment of available resources throughout
various phases of project.
Communicates contract requirements,
specifications and customer expectations to all departments to ensure
incorporation into the shipyard business plan
for the project.
Ensures establishment of the project
plan including detailed schedules and budgets for each department and phase of
the plan.
Responsible for distribution of the
budget to individual departments.
Conducts project team meetings as
required to accurately determine the project status and plan and initiate
action plans for success.
Reviews status reports prepared by
project personnel and modifies schedules or plans as required.
Prepares project reports for management, client, or others.
Prepares internal project reports to management,
highlighting shortfalls to plan adherence, which may need management attention.
Responsible for maintaining contract documentation,
including all correspondence, change orders, etc.
Accountable for contract execution in compliance with all
state and federal safety and environmental guidelines.
In conjunction with the Engineering Manager, ensures that
Work Packages are complete and distributed to Operations in a timely fashion.
In conjunction with the Operations Manager oversees the
execution of production schedules and budgets to ensure timely product delivery
within budget constraints. Insures that
schedules are updated by the Planner/Scheduler.
In conjunction with the Operations Manager, plans and
schedules production operations, establishing priorities and sequences of work.
In conjunction with the Engineering and Purchasing Managers,
ensures that all required material is available when required to support the
schedule. Directs the Project Managers
in interpreting material requirements and initiating procurement.
Coordinates and approves all changes to project requirements
or plans, receiving customer approval when required.
Accountable for daily contact with customer’s
representatives to report status, resolve issues and negotiate changes to
contract requirements, whether schedule, technical or financial.
Required
Education: Bachelor's
degree (B.S.) in Naval Architecture or another marine related discipline from
four-year college or university and five years shipyard project management
experience and/or Navy related experience and/or training; or BS in Engineering
with ten years experience or equivalent combination of education and
experience.
Required
Experience: Proven hands on experience with
industrial project budgeting and contract negotiations. Working knowledge of current state and
federal safety and environmental regulations and procedures. Excellent supervisory skills, computer
literacy and the ability to handle multiple tasking. Individual must have a proven problem solving
and decision-making background. Ability
to understand and administer ABS Classification guidelines, USCG and SOLAS
Requirements. Microsoft Office Suite
(Word, Excel, Outlook) knowledge is required and knowledge of Microsoft Project
and or Primavera is preferred.

periodicals, production schedules, budgets, manning requirements, engineering
documents, technical procedures, government regulations, common manuals and
journals. Ability to write routine
reports, business correspondence, and procedure manuals.
Ability to work with mathematical
concepts such as exponents, logarithms, quadratic equations, and
permutations. Ability to apply
mathematical operations to such tasks as frequency distribution, determination
of test and reliability and validity, analysis of variance, correlation
techniques, sampling theory, and factor analysis. Ability to apply a high-level
budgeting/accounting skills to execute contract ensuring profitability and customer
satisfaction.
Ability to define problems, collect
data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of
technical instructions in schematic, blueprint, mathematical, or diagram form
and deal with several abstract and concrete variables.
Must be physically able to access and tour all spaces on
board vessels and within LEEVAC facilities.
